The salesman mentioned that a "Volvo enthusiast" had pointed out the damage to him. He dropped the price quite a bit - so thanks! Pretty happy with the car apart from that lip. I guess now I have to figure out what the fix is for the intercooler vanes.

I used plastic plugs from a local auto parts store. They have tons of options, just use a type that is sturdy and had a bigger, flat head. Be really careful not to drill into the radiator or anything else important when doing the work! You'll need to put it up on a lift or jack stands to get a drill in there.
