I think there needs to be a no tolerance policy for baiting (especially when it happens all of the time) as well as profanity. That should earn an instant suspension or ban from the forum. There could be kids on here, and of course any reasonable adult should expect courtesy and a pleasant experience. As the saying goes, if you don't have anything nice to say....
